Turkic Council signed Counter-Terrorism Code at the UN

Secretary General of the Turkic Council Baghdad Amreyev attended a signing ceremony of the “Code of Conduct Towards Achieving a World Free of Terrorism” on 28 September 2018 in New York at UN Headquarters, within the framework of his visit to New York on the occasion of the 73rd Session of the UN General Assembly.

The Code was signed by foreign ministers and high representatives of more than 70 UN member countries, including all Member States of the Turkic Council. Secretary General Amreyev signed the Code on behalf of Turkic Council.

The key goals of the document are giving an impetus to the practical implementation of the wide range of international obligations on counterterrorism and establishment of the wide global collation for the world free of terrorism by 2045. The Code for the first time ever recognises the interdependence of security, a war on terrorism and development and contributes thus to the promotion of goals of the sustainable development.  

The document was presented by Minister of Foreign Affairs of the Republic of Kazakhstan Kairat Abdrakhmanov. Under-Secretary-General of the United Nations Counter-Terrorism Office Vladimir Voronkov, African Union Commissioner for Peace and Security Smail Chergui, Chair of the Counter-Terrorism Committee Gustavo Meza-Cuadra Velásquez, Head of the Counter-Terrorism Center of the United Nations and Head of OIC Counter-Terrorism Group and Permanent Representative of Kingdom of Saudi Arabia  Abdallah Al-Muallimi also spoke during the event.

The interlocutors noted the adoption of the Code as an important step in strengthening international cooperation and the counter-terrorism architecture of the UN, highlighting some aspects of the document such as the coordination of actions aimed at preventing and countering terrorism and call for zero tolerance against terrorism urging states and societies to take holistic approach towards the issue. 

It should be noted Kazakhstan offered strategy for prevention and countering terrorism, which includes three key elements: capacity-building to strengthen the relationship between the fight against terrorism; use of an innovative regional approach; as well as strengthening coordination within the UN, in particular its working methods at headquarters and in the field, to increase efficiency and ensure greater transparency and accountability.

It is expected that the document will be the foundation for strengthening international instruments and cooperation in the fight against terrorism. The Code of Conduct deserves the collective support of the entire international community and, in this regard, it is hoped that the number of countries joining it will increase in the foreseeable future. Moreover, the meeting focused on the need to implement the practical implementation of the Codex postulates, the fulfilment of the obligations contained therein.
