Election Observer Missions

The purpose of Turkic Council Election Observation Missions (TC EOMs) is to assist the Member States in holding elections of a high standard.

Election
Election observation primarily aims to assess the conduct of an election process on the basis of national legislation and international election standards. The purpose of Turkic Council Election Observation Missions is to assist the Member States in holding elections of a high standard.

Since 2011 eleven TC EOMs have been deployed to the Member States, following a short-term observation methodology to assess election processes according to international standards, national legislation and best practices for genuine democratic elections. In the last four years, TC EOMs were deployed to monitor elections in all Member States.

Upon the invitation of the member states, the Election Observation Missions formed by the Turkic Council monitors the elections in the member states.

Turkic Council’s missions monitored the Presidential Election in Kyrgyzstan’s Osh city in October 2011, Parliamentary Elections in Kazakhstan’s South Kazakhstan Province in January 2012, Presidential Election in Azerbaijan’s Aghdam district of Karabakh in October 2013, Presidential Election in Turkey’s Istanbul city in August 2014.

In 2015, Turkic Council observed Early Presidential Elections in Kazakhstan, Parliamentary Elections in Kyrgyzstan, Azerbaijan, and Turkey. Elections were observed in the cities of Baku and Ganja of Azerbaijan, the cities of Almaty and Taraz of Kazakhstan, the cities of Bishkek and Osh of Kyrgyzstan and the cities of Istanbul, Izmir, Trabzon, and Van of Turkey.

Furthermore, the Turkic Council observation missions followed the early Parliamentary Elections of Kazakhstan in March 2016 and the Constitutional Referendum in the Kyrgyz Republic in December 2016. This was followed by the elections of the Deputies to the Senate of the Parliament of the Republic of Kazakhstan and the Presidential Elections of Kyrgyz Republic in June and October 2017. In April 2018, the Election Observation Mission of the Turkic Council monitored the Presidential Elections of Azerbaijan in the cities of Baku, Sheki, and Guba.
